SPEECH BY THE DIRECTOR-GENERAL NATIONAL YOUTH SERVICES CORPS BRI-GENERAL JB OLAWUMI FSS MSS DSS PSC (+) fdc DURING THE HANDOVER CEREMONY TO THE NEW DIRECTOR – GENERAL BRIG GEN SZ KAZAURE FSS MSS DSS PHD MCSN AT NDHQ CONFERENCE HALL ON MONDAY 18 APRIL 2016.

I am highly delighted to address you all this morning on what I consider as my farewell speech to the staff of the National Youth Service Corps. You will recall that on Monday 6 January 2014, I assumed duty as the 16th Chief Executive of the scheme during which I pledged to be transparent, fair and just to all towards the upliftment of the noble scheme.

To actualize this I subsequently rolled out my vision for the scheme which was to increase the impact of the NYSC scheme and expand its value to critical stakeholders as well as generating four point agenda which you are all familiar with.

I am glad to mention here that since I came on board, I have said times without number that NYSC staffs are industrious, competent and committed. I am also proud to say that your unalloyed loyalty, support and general work ethics during my 2 years 3 months tenure attests to this. I could not have achieved much if I did not get your loyalty and support. I therefore thank you all immensely and pray that the Almighty God will sustain you and be with your families at every point of their need.

In the same vein, I crave you indulgence to continue to support the new Director-General to enable him consolidate on the success and achievements so far recorded. Staff have a lot to contribute in sustenance of this laudable scheme which over the years has contributed in no small measure to the development and progress of the nation.

While appreciating your immeasurable contributions, it is rather unfortunate that we could not execute some major programmes and activities due to paucity of funds. We are all aware that the scheme was not able to handle some of its programmes especially the sports and cultural festival in 2015. However, I am happy to inform you that pursuant to my Agenda 3 which is to expand partnership of scheme with critical stakeholders for greater impact, funding and support, the management recently secured N150 million sponsorship deal with GLOBACOM Nigeria Limited, the Community Development Services and Special Projects (CDS & SP) department is currently working with the company to enable the two organizations sign an MoU for the scheme to access the fund. I urge you to work with the new Director-General to ensure that the Sports and Cultural Festival is held in no distant time.

I would like to use this opportunity to state that the major challenge I had as the Director-General is the increasing Corps population with accompanied dwindling financial resources. You may not be aware that series of letters have been written and necessary follow-up made to the appropriate authorities on the need for the proper funding of the scheme especially now that the current corps population is over 260,000 Corps members. We have also brought to government attention the urgent need to increased some allowances due to corps members and recent response suggests a strong ray of light at the end of the tunnel.

I want to call on my successor to please priorities Corps members welfare need during the orientation camp and therefore. In this regard, the Skills Acquisition and Entrepreneurship Development programme needs to be sustained to reduce the tide of unemployment and promote self-reliance amongst corps graduates. Staff welfare also should be given necessary priority to boost the morale of workers.

At this point, I wish to express my profound gratitude to Mr. President, Commander- In-Chief of the confidence reposed in me and his support since assuming the mantle of leadership of our great country. My gratitude also goes to the Honorable Minister of Youth and Sports Development, Service Chiefs and Head of other security agencies for their support. I sincerely thank members of the media organization for their role towards the success of my tenure and for consistent positive coverage of the activities of the Scheme.

Finally, I thank the Almighty God for His graces upon me all through my tenure.
